The objective of this requirement is to obtain professional evaluation services to conduct Key Informant Interviews, a Survey of funded recipients and unfunded applicants, and Case Studies in support of the evaluation of Women and Gender Equality Canada (WAGE)’s components under the Federal 2SLGBTQI+ Action Plan (2022–23 to 2025–26). The purpose of this evaluation is to assess the extent to which WAGE has achieved its intended outcomes, drawing on several years of implementation. This evaluation adopts a summative approach to generate evidence on program relevance, implementation and governance, effectiveness and sustainability, and efficiency. The evaluation plan was presented to WAGE PMEC in June 2026. It will focus on the period from 2022–23 to 2025–26 and includes a combination of lines of evidence to ensure the robustness and credibility of findings. In particular, the lines of evidence covered by this statement of work are the key informant interviews, survey and case studies to support accountability and inform future decision-making by identifying key results, lessons learned, and areas for improvement to strengthen ongoing and future programming.
